Orwell’s penchant for considering dystopia a natural inevitability of a technologically enabled ruler class, may also make his perspective more palatable, as it does not require a group of evil conspiring villains. It is more a conspiracy of inevitable outcomes. Big brother is in a sense without the cult of personality, more purely a personification for the power of the state.
Ancient Chinese general Sun Tzu recognised in his Art of War manifesto that "all war is based on deception". Easily comported to the understanding that hidden knowledge is the harbinger of strategic advantage.
Taken literally and scientifically this is obvious.
If the technologies of modern warfare had been made available to any ancient warlord they would become invincible in their time.
As an extrapolated principle it suggests that development of technology, at its vanguard, remains withheld from general understanding – so as to maintain the advantage. This explains why if there are technologies; able to affect the weather, or remove personnel and equipment from the scope of visibility, these technologies would unlikely be very quickly made public knowledge.
Thus the progress of technology itself increases the strategic need to hide it. Viola ! Conspiracy.
